Operating under the Ministry of Energy of the Republic of Uzbekistan, NIRES was established by Presidential Decree No. 5063 (April 2021) to advance renewable and hydrogen energy in Uzbekistan. Its structure includes dedicated centers for hydrogen energy research and laboratories for testing and certification of renewable energy technologies.
